Statement: Transparent, real–world, measurable performance

Description

This involves gathering, cleaning, and presenting data and other information available from cross–disciplinary areas (e.g, transportation, energy, etc.) in order to make informed decisions. It also involves on going monitoring against continuously collected performance metrics and adjusting policies and programs as appropriate.

BSI Standards Emphasis: For Smart Measurement, strongly supports the benefit mapping (C2)and tracking, as well as benefit delivery (C4) grounded in solid data and information. Also supports Smart Practices in focusing on outcomes (B2) through real evidence, and is a component of the start, learn, scale (B5) approach. Necessary to move up in the Maturity Matrix for both Performance Management and Service Enablement. For the former, is a key step in supporting a "performance culture" that links the business case and performance moving toward a full performance culture program. For the latter, also key for providing the enabling context for success of the Plan and moving toward policies that openly objectively challenge to improve service, as well as supports a new flexible iterative policy approach grounded in comprehensive data collection and analysis.
